1. THE PURPOSE OF THIS MESSAGE IS TO PROVIDE INFORMATION ABOUT WO CALL TO ACTIVE DUTY APPOINTMENTS AVAILABLE TO OFFICERS (WARRANT AND COMMISSIONED) WHO ARE QUALIFIED AH-64, UH-60, AND MH-47 PILOTS OR HELICOPTER PILOTS WHO WILL TRAIN TO BECOME APACHE, BLACKHAWK, OR CHINOOK PILOTS. ALSO, APPOINTMENTS FOR QUALIFIED 311A CID SPECIAL AGENT, 351B COUNTER INTELLIGENCE AGENT, AND 351EKP INTERROGATOR (KOREAN LINGUIST).
2. WO ELIGIBILITY REQUIREMENTS ARE CONTAINED IN AR 135-210, TOGETHER WITH THE FOLLOWING CRITERIA. ADDITIONALLY, COMMISSIONED OFFICERS' APPLICATION CRITERIA ARE CONTAINED IN AR 135-100 AND AR 135-210.
A. ELIGIBILITY REQUIREMENTS FOR APACHE, BLACKHAWK AND CHINOOK PILOTS OR PILOTS WHO WILL TRAIN TO BECOME QUALIFIED ARE:
1) INDIVIDUALS WHO ARE IN THE USAR, NG, OR FORMER ACTIVE DUTY AND W1, W2, W3, O1, O2, OR O3, MAY APPLY FOR ACTIVE DUTY. TO BE ELIGIBLE, W3 AND O3 MUST HAVE LESS THAN 3 YEARS TIME IN GRADE. W4 USAR OR NG MAY APPLY IF THEY HAVE HELD THE RANK FOR LESS THAN ONE YEAR FROM THEIR PROMOTION DATE. COMMISSIONED OFFICERS (O1, O2 AND O3) MUST RESIGN THEIR RESERVE COMMISSIONS PRIOR TO APPOINTMENT AS A WARRANT OFFICER. THESE OFFICERS WILL BE APPOINTED IN THE GRADE OF W1. UPON ENTRY ONTO ACTIVE DUTY, OFFICERS MAY APPLY FOR FINAL GRADE DETERMINATION.
2) APPROVED APPLICANTS WILL BE ACCESSED CONTINGENT UPON PROGRESSION TO READINESS LEVEL 1 (RL1) WITHIN THE TIME LIMITS PRESCRIBED IN THE APPROPRIATE AH-64 AIRCREW TRAINING MANUAL (ATM). INDIVIDUALS WHO DO NOT PROGRESS TO RL1 IN THE PRESCRIBED TIME WILL BE REFERRED TO A FLIGHT EVALUATION BOARD AND CONSIDERED FOR SEPARATION.
3) ALL APPLICANTS MUST HAVE AN APPROVED CLASS II FLIGHT PHYSICAL. APPROVED APPLICANTS WITHOUT A CURRENT CLASS II FLIGHT PHYSICAL WILL BE ACCESSED CONTINGENT UPON SUCCESSFUL COMPLETION OF A CLASS II FLIGHT PHYSICAL. THIS MUST BE COMPLETED WITHIN 90 DAYS OF ENTRY ON AD. INDIVIDUALS WHO DO NOT PASS A CLASS II FLIGHT PHYSICAL WILL BE SEPARATED.
4) APPROVED APPLICANTS WILL BE ASSIGNED TO CONUS. OCONUS ASSIGNMENTS MAY BE REQUESTED AND APPROVED BASED UPON AVAILABILITY AND ARMY REQUIREMENTS.
B. APPOINTMENTS FOR QUALIFIED 311A CID SPECIAL AGENT, 351B COUNTER INTELLIGENCE AGENT, AND 351EKP INTERROGATOR (KOREAN LINGUIST) ELIGIBILITY REQUIREMENTS:
1) QUALIFIED INDIVIDUALS WHO ARE IN THE USAR, NG, OR FORMER ACTIVE DUTY AND W1, W2, W3, W4, 01, O2, OR O3, MAY APPLY FOR ACTIVE DUTY. TO BE ELIGIBLE, W4 AND O3 MUST HAVE LESS THAN 3 YEARS TIME IN GRADE. COMMISSIONED OFFICERS ( O1, O2 AND O3) MUST RESIGN THEIR RESERVE COMMISSIONS PRIOR TO APPOINTMENT AS A WARRANT OFFICER. THESE OFFICERS WILL BE APPOINTED IN THE GRADE OF W1. UPON ENTRY ONTO ACTIVE DUTY, OFFICERS MAY APPLY FOR FINAL GRADE DETERMINATION.
2) MOS 351B AND 351D MUST HAVE A SPECIAL BACKGROUND INVESTIGATION OR SINGLE SCOPE BACKGROUND INVESTIGATION (SBI/SSBI) OR A PERIODIC REINVESTIGATION WITHIN THE LAST FIVE YEARS AND BE ELIGIBLE FOR A TOP SECRET CLEARANCE WITH SCI ACCESS PRIOR TO CALL TO ACTIVE DUTY APPOINTMENT.
C. ALL APPLICANTS MUST MEET HT & WT STANDARDS AS OUTLINED IN AR 600-9.
D. WO APPOINTMENT IS CONTINGENT UPON OBTAINING A SECRET CLEARANCE.
E. ALL APPLICANTS MUST BE ABLE TO ATTAIN 20 YEARS ACTIVE FEDERAL SERVICE (AFS) BY AGE 62.
F. MUST BE A CITIZEN OF THE UNITED STATES.
G. APPLICANTS PREVIOUSLY RELEASED FROM AD FOR ANY OF THE FOLLOWING REASONS ARE INELIGIBLE.
1) NON-SELECTION FOR TEMPORARY OR PERMANENT PROMOTION.
2) NON-SELECTION FOR REGULAR ARMY OR VI STATUS
3) AS A RESULT OF A DA LEVEL ACTIVE DUTY BOARD
4) AS A RESULT OF MEDICAL BOARD PROCEEDINGS
5) FOR HARDSHIP OR COMPASSIONATE REASONS UNLESS DOCUMENTED EVIDENCE IS PROVIDED THAT SHOWS THE PROBLEMS RESULTING IN SEPARATION HAS BEEN RESOLVED.
6) RECEIVED VOLUNTARY SEPARATION INCENTIVE OR ANY TYPE OF SEPARATION/RETIREMENT PAYMENT. (CAN BE WAIVED WITH RECOUPMENT)
7) RETIREMENT OR RESIGNATION IN LIEU OF ELIMINATION OR RESIGNATION FOR THE GOOD OF THE SERVICE IN LIEU OF COURT-MARTIAL.

I. APPROVED APPLICANTS WILL BE ORDERED TO ACTIVE DUTY IN A VI STATUS WITH A 4 YEAR ACTIVE DUTY SERVICE OBLIGATION (ADSO).
J. SELECTED WO MUST COMPLETE ONE YEAR ON ACTIVE DUTY AS OF THE CONVENE DATE OF THE BOARD IN WHICH THEIR ACTIVE DUTY DATE OF RANK (ADOR) PLACES THEM IN THE ZONE OF CONSIDERATION. PERSCOM PROMOTIONS BRANCH WILL DETERMINE ADOR FOR ALL OFFICERS.

5) DA FORM 759 AND 759-1 (INDIVIDUAL FLIGHT RECORDS AND CERTIFICATE) FOR AVIATION.
6) COPY OF ORIGINAL FLIGHT ORDERS FOR AVIATION.
7) STATEMENT OF SECURITY CLEARANCE (STATING DATE GRANTED, TYPE OF INVESTIGATION CONDUCTED, AND DATE COMPLETED) OR CONFIRMATION OF CLEARANCE INITIATION OR COMPLETED NAC/DNACJ. FOR 351B AND 351EKP REQUIRES A CURRENT TOP SECRET SECURITY CLEARANCE WITH SCI ACCESS.

B. PROCESSING PROCEDURES
1) APPLICATIONS FOR ACTIVE DUTY SUBMITTED BY USAR PERSONNEL (EXCEPT IRR) MUST BE PROCESSED THROUGH THEIR ENTIRE CHAIN OF COMMAND TO CDR, PERSCOM, ATTN: TAPC-OPD-RD, 9700 PAGE BOULEVARD, ST. LOUIS, MO 63132-5200.
2) APPLICATIONS FOR ACTIVE DUTY SUBMITTED BY NG PERSONNEL MUST BE PROCESSED THROUGH THEIR STATE HQ TO RECEIVE A CONDITIONAL RELEASE, THEN FORWARD TO CDR, PERSCOM, ATTN: TAPC-OPD-RD, 9700 PAGE BOULEVARD, ST. LOUIS, MO 63132-5200.
3) PRIOR SERVICE AND IRR OFFICERS MUST SUBMIT THEIR APPLICATIONS DIRECTLY TO CDR, PERSCOM, ATTN: TAPC-OPD-RD, 9700 PAGE BOULEVARD, ST. LOUIS, MO 63132-5200.
C. AFTER INITIAL SCREENING / PROCESSING BY TAPC-OPD-RD, THE PERFORMANCE PORTION OF THE OPMF WILL BE ATTACHED TO EACH APPLICATION AND FORWARDED TO CDR PERSCOM, ATTN: TAPC-OPD-C FOR FINAL DISPOSITION. FOR APPROVED APPLICATIONS, AD REPORT DATE AND ASSIGNMENT LOCATION WILL BE DETERMINED BY WARRANT OFFICER DIVISION, PERSCOM. OFFICERS WILL BE ACCESSED TO THE STRENGTH OF THE ACTIVE ARMY. PROMOTION CONSIDERATION WHILE IN THIS STATUS WILL BE IAW THE CURRENT ACTIVE ARMY WARRANT OFFICER PROMOTION SYSTEM.
