Chris could explain this to you. 

I worked in Canada for 7 years. When in the Ottawa area, I used to fly a large kite on the hospital lawn. All the patients that could, came to the windows to watch. I only got there 4 or 5 times a year. 

I have two stunt kites. One is rugged and can e flown in moderate winds. The other is very light and people wonder how it can fly with no wind. It only feels like no wind.
