Only at low speeds and then ONLY if you have the engine locked down. Actually the water does a good job of slowing you down, as with anything you have to anticipate how long it will take to slow down. I used to be able to scare people on the boat and the dock by coming in on plane way closer than most would think possible and, yes, at the last second just before getting to the dock and coming off plane, a touch of reverse but only at idle.
There still are no brakes on a boat!
